What this means for you
- Hosting is possible, zone decides. Verify the exact address against the zoning map before committing — the same street can fall on either side of the line.
- Number on every listing. Since 20 May 2026 platforms verify registration numbers and must remove listings without one — this is the enforcement lever that finally works.

What applies locally
| 1 | SCIA (certified start-of-activity notice) must be filed with the local SUAP one-stop business desk before listing. |
| 2 | A regional CIR code must be registered through the ROSS1000 system, in addition to the national CIN. |
| 3 | Keyboxes on public-facing structures are banned as of 2026; violations carry fines of €100–€400 plus removal costs. |
How to register — the national layer (Italy)
- Verify whether your region runs its own pre-CIN registry (some regions issue a regional code, CIR, that must be obtained first).
- Register the property in the national BDSR database to obtain the CIN.
- Display the CIN on every listing and at the property entrance where required by local rules.
- Check municipal rules separately — Milan requires a SCIA filing with the local SUAP; other cities are adding density-based caps.
Codice Identificativo Nazionale (CIN) via BDSR — mandatory since 1 January 2025. Official portal: bdsr.ministeroturismo.gov.it. Full context: what EU Regulation 2024/1028 changed in May 2026 · run the compliance check
Frequently asked
Can I get a new short-term rental licence in Milan?
Conditionally. Availability depends on the zone and property type — check the zone before any investment decision.
Is there a night cap in Milan?
No general annual cap is confirmed, but zoning restrictions apply — the rules differ by district.
Do I need a registration number on my listing?
Yes. Italy operates Codice Identificativo Nazionale (CIN) via BDSR (operational), and under EU Regulation 2024/1028 platforms must verify and display the number — listings without one face removal.
What fines apply in Milan?
Fines reach €8,000, and platforms must delist non-compliant listings — the loss of income usually outweighs the fine.
