Notice. RNAL is publicly searchable — anyone can verify a licence number online.
Notice. Municipalities may suspend new AL registrations in containment zones; the national layer is stable but the city layer is not.

What this means for you

  1. Hosting is possible, zone decides. Verify the exact address against the zoning map before committing — the same street can fall on either side of the line.
  2. Number on every listing. Since 20 May 2026 platforms verify registration numbers and must remove listings without one — this is the enforcement lever that finally works.

What applies locally

1AL registration (RNAL) mandatory before advertising; number must appear on every listing.
2Containment zones: several central parishes restrict or suspend new AL registrations; outcome depends on the parish.
3Municipal tourist tax charged per night.

How to register — the national layer (Portugal)

  1. Confirm the parish (freguesia) is not a containment zone — central Lisbon and Porto parishes restrict or suspend new AL registrations.
  2. File the AL registration (mera comunicação prévia) with the municipality via the Balcão Único Eletrónico; the RNAL number is issued on registration.
  3. Display the RNAL number on every listing and in advertising — the register is public, anyone can verify it.
  4. Register for the municipal tourist tax where applicable and keep the guest-report duty (SEF/AIMA communication) in mind.

Registo Nacional de Alojamento Local (RNAL) — mandatory since 27 November 2014. Official portal: rnt.turismodeportugal.pt. Full context: what EU Regulation 2024/1028 changed in May 2026 · run the compliance check

Frequently asked

Can I get a new short-term rental licence in Lisbon?

Conditionally. Availability depends on the zone and property type — check the zone before any investment decision.

Is there a night cap in Lisbon?

No general annual cap is confirmed, but zoning restrictions apply — the rules differ by district.

Do I need a registration number on my listing?

Yes. Portugal operates Registo Nacional de Alojamento Local (RNAL) (operational), and under EU Regulation 2024/1028 platforms must verify and display the number — listings without one face removal.

What fines apply in Lisbon?

Fines reach €40,000, and platforms must delist non-compliant listings — the loss of income usually outweighs the fine.
